root terminal colors (also, root bashrc)

How can I setup my linux system such that the terminal text colors
change to another color when I "su - root" or login to root some
other way?

Note that my Debian derivative has no .bashrc in /root. How then is
the terminal setup?

To answer your second question, there is likely a /etc/bashrc file for
system wide settings.
